Biography
Fan Meng, Ph.D., born in February 1995 in Qingdao, Shandong Province, is a Master's Supervisor and a key research member of the Academy of Intelligent Meteorology at Nanjing University of Information Science and Technology (NUIST). He serves as the "Vice President of Technology" for Jiangsu Province, a member of the Youth Innovation Team of the China Meteorological Administration, and a Distinguished Expert within the Innovation Team of the National Climate Center. Additionally, Dr. Meng is an Executive Committee Member of the CCF Technical Committee on Computer Applications, a presidium member of the CCF YOCSEF Nanjing sub-forum, and a member of the Chinese Peasants and Workers Democratic Party. He is a recipient of the Excellent Doctoral Dissertation Award of Shandong Province.
Research Contributions
Research Focus: AI for Science (Applications of Artificial Intelligence in Meteorology and Weather Forecasting)
Prior to joining NUIST, Dr. Meng engaged in cutting-edge research and development with the AI Earth team at Alibaba DAMO Academy. Currently, his research is dedicated to the interdisciplinary application of "AI for Science" within the meteorological and oceanographic domains.
He has published over 30 academic papers in prestigious international journals and conferences, including National Science Review, AAAI, IEEE/ACM Transactions, and Information Fusion. Among these, he has authored more than 20 papers as the first or (co-)corresponding author in top-tier venues. He also holds two authorized national invention patents as the primary inventor. Notably, his doctoral dissertation research was selected for an oral presentation at the AAAI-22 Doctoral Consortium (a CCF-A class conference, selecting only 15 candidates globally). He has been honored with the Excellent Doctoral Dissertation Awards from both Shandong Province and the Shandong Computer Federation (awarded to only 5 recipients). Furthermore, several policy proposals drafted based on his research expertise have been adopted by the National Committee of the Chinese People's Political Consultative Conference (CPPCC), the Central Committee of democratic parties, and provincial CPPCC committees.
Research Vision
Dr. Meng's overarching research goal is to enhance the understanding and prediction of complex meteorological phenomena—particularly extreme weather events such as tropical cyclones (typhoons)—through artificial intelligence. His work extends beyond standard spatiotemporal forecasting; it encompasses intensity prediction, trajectory modeling, quantitative precipitation forecasting, and long-term climate projections for extreme weather under changing global conditions. By systematically developing a suite of machine learning models tailored for tropical cyclone forecasting, he aims to address critical challenges in the field, with broader research interests including uncertainty quantification, model interpretability, and causal analysis in meteorology and oceanography.

Key Participation & Educational Reform:Dr. Meng also serves as a core backbone member in the Beijing-Tianjin-Hebei National Science and Technology Major Project (39 million RMB national funding), National Key R&D Programs, NSFC General Programs, and various provincial R&D initiatives. In higher education, he leads university-level textbook projects, the Ministry of Education-Huawei "Intelligent Base" course, and Ministry of Education Industry-University Collaborative Education projects. He is a core member of Prof. Jingjia Luo's research group, which is supported by extensive research funding and state-of-the-art computational facilities.
